TEACHERS ARE THE MOST IMPORTANT STAKEHOLDERS IN EDUCATION SECTOR, MINISTER OF STATE IN CHARGE OF PRIMARY AND SECONDARY, GASPARD TWAGIRAYEZU SAYS DURING THE LAUNCH OF TEACHER MANAGEMENT INFORMATION SYSTEM (TMIS).


 

 

Today, 01 June 2021, Rwanda Basic Education Board (REB) officially launched Teacher Management Information System (TMIS) . The system is established by REB with the support of UNICEF Rwanda and Mastercard Foundation. The TMIS has been developed and upgraded with reference to the Presidential Order No 064/01 of 16/03/2020 establishing special statutes governing teachers in nursery, primary, secondary, and technical and vocational schools.

Teacher Management Information System (TMIS) will support education sector in different areas such as: Licensing Professional Teachers, Recruitment and Appointment of Teachers, Transfer of Teachers, Promotion of Teachers, and….. etc

During his opening remarks, Director General of Rwanda Basic Education Board , Dr. Nelson MBARUSHIMANA mentioned that TMIS is coming as solution, and he appreciated the tremendous support of all partners mainly UNICEF Rwanda and Mastercard-Foundation who have contributed in the establishment of the system.

It is true that Teacher Management Information System will simplify  Teacher Placement; Accessing to teacher’s data (Personalized biographical data);  Generating the Payroll Sample as per IPPS (HR at District) to avoid the Ghost teachers and the unpaid teachers cases; Generating the Dynamic Reports Per School, per Sector, Per District; Budgeting Estimation on Monthly and Yearly basis; Accessing  to Live Dashboard; Reducing the teacher turnover rate and supporting  in various decision making.

 

Country Head of Mastercard Foundation, Mrs.  Rica Rwigamba mentioned that one of the responsibilities of Mastercard Foundation is to support the education sector, “ We are here for the quality of education, definitely our wish is that this system will support in Human Capital Resources Allocation.” She said

 

While launching the TMIS officially, Hon. Minister of State in charge of Primary and Secondary Education, Gaspard TWAGIRAYEZU underlined that the system should not support only in collecting the information, instead the facilitator for service delivery, “Teachers are the most important stakeholders in education sector, therefore, we do believe that this system will help us to give them the good services.”

 

Hon. Minister of State in charge of Primary and Secondary Education, Gaspard TWAGIRAYEZU also noted that ICT is not end skills, teachers should also be familiar with the system itself.

 

Teacher Management Information System launched today, will be immediately operating starting from tomorrow 3rd June 2021, and it is something all educationists have been waiting for just to simplify some of the complicated services for the better outcomes toward quality education in basic education.
