“These are our people on the ground, and I want to recognize their leadership and service to Rwanda’s children” Hon. Minister of State , Gaspard TWAGIRAYEZU says, during handover of 2,755 tablets and 30 laptops


Today on 7 May 2021, USAID Soma Umenye has provided REB with tablets/laptops for each headteacher of a public or government-aided primary school, all SEIs, and DEOs in charge of primary education. In total, USAID Soma Umenye handed over 2,755 tablets and 30 laptops to REB. The devices will support improved school management, school-based continuous professional development for teachers and headteachers, and provide a direct channel to improve teaching and learning for students.

Hon. Minister of State in charge of Primary and Secondary Education, Gaspard TWAGIRAYEZU who was also the guest of honor appreciated the contribution of educationists on the ground and mentioned that ICT skill is a must for teachers and educationist of 21st century . “Today, we are celebrating the distribution of ICT devices to school leaders, district and sector education officers. These are our people on the ground, and I want to recognize their leadership and service to Rwanda’s children, you are sharping the supportive learning environments that will help our students thrive. In order to equip our students with 21st century skills, our teachers and school leaders must be comfortable with ICT and have access to devices to support teaching and learning.” He said

Speaking to the participants of the ceremony , Hon. Minister emphasized that the given devices must be used beyond usual way; “ But as we know, devices are only one of part of the story. These devices have other resources including digital books, teachers’ guides, training videos and software. We believe this content will support effective school management and continuous professional development of our school leaders and teachers.“  He underlined

It is known that COVID-19 has impacted the education sector in one way or another, Hon. Minister of State, Gaspard TWAGIRAYEZU noted that ICT was one of the solutions to overcome the challenges of  COVID-19 for education sector; “The pandemic we are still fighting has demonstrated, more than ever, the importance of ICT for effective communication, work and learning. We appreciate the addition of these devices in our schools as we embrace the value of virtual spaces to support lifelong, continuous learning.” He added

In his remarks, Hon. Minister of State said that these devices handed over to REB will provide an additional link to support improvements in early grade reading. Not only are they equipped with professional resources teachers and school leaders, but they also provide access to a wide range of online digital reading materials, including digital books in Rwanda Sign Language developed with the support of Soma Umenye. 

He also called upon the recipients of these devices to commit to integrating technology in your daily work, from developing school plans, analyzing assessment data, communicating with colleagues or parents, and continuously accessing resources to improve your professional practice.

During the handover  ceremony, Director General of Rwanda Basic Education Board (REB), Dr. Nelson MBARUSHIMANA underlined the importance of ICT in education of 21st Century ; “ It is necessary to equip students with 21st century skills to prepare them to compete on the demanding labor market. Henceforth, the integration of ICT into education from early age is critical and requires teachers and school leaders to have access and be well conversant with ICT tools to support teaching and learning.” He mentioned

Director General of Rwanda Basic Education Board ( REB), Dr. Nelson MBARUSHIMANA also appreciated the support of USAID Soma Umenye to REB;  “We recognize USAID Soma Umenye’s tremendous efforts and investment in provision of ICT facilities to support improved school management, continuous professional development for teachers and headteachers. No matter how much we (REB) can perform by ourselves on institutional level, it is never enough. In spirit of true collaboration, we thank you for efforts to ensure that school leaders, Sector Education Inspectors (SEIs) and District Education Officers 9DEOs) in charge of Primary education embrace the use of ICT in teaching and learning process.” He underlined

In her remarks, Education Officer Director at USAID Rwanda, Mrs. Luann GRONHOVD noted that USAID Rwanda will continue to support education sector in many ways.

The handover ceremony  of 2,775 tablets and 30 laptops was also attended by Head of Department, Basic Education and TVET Examination at National Examination and School Inspection Authority, Dr. SEBAGANWA Alphonse.
